The key to affordable, quality healthcare delivery

 
No health care system of any kind can be efficient unless the recurring costs of the healthcare distribution system are completely eliminated.
In Florida, The Khavari Economic Plan will achieve five main goals:

  1. Drastically cut the cost of the health care delivery system  by providing incentives to build new clinics or  modifying  existing ones  that reflect the new Homogeneous Multi-Specialty Clinics (HMSC) system.
  2. Provide cutting edge services to all Floridians regardless of their type of insurance.
  3. Create new jobs in primary as well secondary sectors of the economy.
  4. Make the clinics profitable.
  5. Reduce the cost of insurance for all Floridians.

HOMEGENEOUS MULTI-SPECIALTY CLINICS (HMSC): A KEY TO AFFORDABLE, QUALITY HEALTH CARE DELIVERY

THE KHAVARI HEALTH CARE PLAN:

To provide economic security for all Floridians, as Governor, Farid A. Khavari will implement a series of economic, political, environmental and technological policies to achieve real benefits for all, based on these concepts:

  1. Affordable Universal Insurance Coverage for all Floridians including health care, natural disaster, car, home and life insurance.
  2. Medicare and Medicaid for all seniors and veterans without exception and/or providing them with other State-sponsored health care coverage.
  3. Providing low-cost health insurance to all students, teachers and their families.

No health care system of any kind can survive unless we can control the increasing costs of the health care distribution system. Productivity is a major way of lowering costs. The higher the productivity of the delivery system, the lower the cost of the service. Simultaneously, the higher the productivity, the higher the quality of the medical services.

HMSCs can increase productivity and quality of health care while significantly reducing costs.

This design can be used for all different categories such as for heart, bones, internal medicine, gynecological or any other types of specialty clinics to provide high quality and low cost services due to its productivity-inducing nature.

These types of clinics not only will avoid repeated cost of waiting rooms and other facilities such as X-Ray, MRI, treatment rooms, etc, but they would serve many patients at reduced costs per patient. Idle time would be reduced. This would not only lower the cost of each service, but also speed-up the amortization of the equipment and investment. Further, it would generate more revenue for the clinic, while would lowering the cost per patient. With extended evening and weekend hours, patients would not need to miss work, or spend endless waiting around for service and running from one service provider to another. The insurance companies not only will pay less for better and faster quality services, but also would be saved from repeated cost for the same services. For instance, an X-Ray or a MRI made at this clinic can be used on every monitor within the clinic and at every other clinic in the system, electronically. HMSCs will save billions of dollars every year, while improving health care and delivery of services.

By focusing on improved delivery of services, the costs that are reduced are largely unnecessary overhead, interest expenses and insurance costs. The doctors and medical staff will enjoy better incomes with less stress, at the same time that costs are slashed.

A positive side-effect of these clinics will be the great number of jobs created in building HMSCs and converting existing buildings.
